In many states and in many colleges, tuition means the price of a year of accredited academic instruction, before the incidentals and room and board. In the Old Dominion, it is a little more complicated. The price of a year in a state supported college is tuition, plus mandatory Educational and General Fees, known as E & G fees, plus Mandatory Non-E & G Fees. If your automobile dealer quoted the price of a car with motor and tires extra you would have to make a few adjustments in your thinking. At Northern Virginia Tutoring we will call the price of a year of accredited academic instruction the “bottom line.”![]()

At Virginia's public 4-year institutions the bottom line averaged $5,135 in 2003. For the academic year 2004, the average bottom line went up to $5,613, a 9.3 percent increase over one year. For 2005 the average was $6,064, an 8.1 percent increase over 2004 and an 18.1 percent increase over 2003. In 2007-8 average tuition jumped to $7,083, which is 6.8 percent over a year ago. The dollar increase averaged $452 more for 2007-8 at four-year institutions. By comparison, the University of Virginia ranked 14th among other state flagship universities. Tuition and mandatory fees for other Virginia colleges ranked 11th with other states. Finally, the average total cost for an in-state undergraduate student living on campus is estimated by the State Council for higher Education in Virginia to be 40 percent of per capita disposable income for 2007-8.
